Can't Completely Remove Firefox When I Try to Uninstall/Delete It Normally in Windows System

It is so annoying that you can't completely remove Firefox in your computer.
You would like to switch to Google Chrome after Firefox constantly lose updated Java (not sure how this happened but after starting Firefox, can not start any program that uses Java unless download and install Java again from Oracle). 

After installing Chrome, you deleted Firefox using Uninstall from Control Panel. But some days after uninstall, Firefox came back installed after computer restart. This has been going on for almost three weeks now (uninstalled Firefox from Control Panel and Firefox reinstalled by itself).
